Deputy Chief of Staff of the Executive Office of the President of the Russian Federation Dmitry Kozak wrote a letter to the adviser of German Chancellor , in which he called the negotiations on Donbas at the level of advisers ineffective and proposed to abandon this format. The politician sent copies of his letter to representatives of other countries participating in the Normandy Four, including the Head of the Office of the President of Ukraine Andriy Yermak.

“If we really intend to achieve practical results in resolving the conflict in southeastern Ukraine in the foreseeable future, it is necessary to act pragmatically and more courageously abandon the formats and mechanisms of this work, which have proven ineffective and only put up a front of active actions, distracting everyone from real needs of the conflict resolution process,” he said.

Opposition Platform – For Life Party agrees that Ze-government does not fulfill its political obligations and uses meetings at the international level only for PR.

“Opposition Platform – For Life demands that the authorities stop demagogy about the “difficult diplomatic game” and fulfill their obligations. Ukraine can truly show the initiative and active position only by starting work on the implementation of the political part of the Minsk agreements by ensuring the development and adoption of laws agreed upon at the meeting of governments and heads of state of Normandy Four in Paris last December,” the party stated.

The party says that another sabotage of the Minsk agreements is proof that the authorities do not intend to establish peace. In particular, it is about the distortion of information on the agreed measures to strengthen the ceasefire regime on the contact line.

“During the negotiations on July 22, 2020, with the support of international mediators, including the Normandy Four, the following wording was adopted: “retaliatory fire responding to an offensive operation is only permissible if it occurs at the order made by the respective leadership of the Ukrainian Armed Forces and the leadership of CADLR armed formations after an unsuccessful attempt to make use of the above-mentioned coordination mechanism. The TCG shall be notified of the issuance of such orders,” the party said in a statement.

However, neither the document signed in the framework of the Minsk talks, nor the persistent recommendations of the Normandy Four prevented the Ukrainian Defense Ministry from completely distorting the essence of the agreements. “If the enemy violates the “silence regime” and threatens the lives of Ukrainian servicemen, the Armed Forces of Ukraine have the right to respond to enemy shelling,” the message on Defense Ministry’s website says. The actions of the Ukrainian authorities cannot be called anything other than sabotaging the implementation of the agreements reached in Minsk.

The party notes that such a “free interpretation” by the Ukrainian side of additional measures to ensure the ceasefire emphasizes the manipulative nature of the actions of the Ukrainian authorities both towards the residents of Donbas and in the framework of international obligations, in particular, towards European mediators.
