The president of Congress, Manuel Merino, gave an account of the second motion for presidential vacancy in the plenary session this Friday, which was the first step for the debate on this appeal against President Martín Vizcarra to take place.
The Board of Spokespersons of the Congress of the Republic agreed that the debate and vote on the admission for processing of this motion take place after the week of representation, at the beginning of November.
The motion for presidential vacancy due to permanent moral incapacity signed by 27 parliamentarians was presented after the testimonies of at least four applicants for effective collaboration were known, indicating that Martín Vizcarra, as regional governor of Moquegua, received bribery payments of more than S / 2 million for the Lomas de Ilo and Moquegua Regional Hospital projects.
Due to these investigations, the motion requests that the presidential vacancy be declared and the “Application of the succession regime established in article 115 of the Constitution”.
The document was raised by the Union for Peru and has the signatures of members of Podemos Peru, Frente Amplio and Acción Popular, it asks “Permanent moral incapacity” of President Martín Vizcarra.
If the motion is approved, the next step will be to summon the Head of State to appear before the National Representation and exercise his right to defense. It should be noted that Vizcarra can appear in person or send his lawyer. After exercising its defense, the vacancy motion to the Presidency of the Republic will be voted and, for it to be approved, a qualified vote of no less than two thirds of the legal number of members of Congress is required, that is, 87 votes.
This is the second presidential vacancy motion filed against Martín Vizcarra. On September 11, the plenary session of Parliament approved to process a motion. However, it was rejected with 78 votes against, 32 votes in favor and 15 abstentions on September 18.
