The number of unemployed in Russia, as well as throughout the world, is growing in the era of a pandemic. The Russian government continues to develop measures to overcome the crisis. Recently, mothers on maternity leave were given the opportunity to improve their qualifications at special courses, and the maximum amount of unemployment benefits increased to the level of the minimum wage – just over 12 thousand rubles. Now the prime minister has allocated 2.99 billion rubles from the reserve fund for the retraining of Russians who have been left without work due to the coronavirus. It will be possible to master the new specialty by the end of December, it is expected that about 110 thousand people will take advantage of this chance. Chance to find a job

In mid-August, statedthat the unemployment rate in the country “grew up a little”, but did not give specific figures. Formerly reportedthat the number of unemployed, officially registered with the employment service, has grown 3.5 times since April 1 and is about 3 million people. The head of the Ministry of Labor Anton Kotyakov recently suggestedthat the peak of unemployment in Russia will be in August – September.

Educational programs for retraining will be a Russian non-profit organization “Union WorldSkills”. Not only those who have already lost their jobs will be offered to change their profession. Initiative the government concerns workers who are now under threat of dismissal or layoff, sent on unpaid leave, as well as employees of companies that have introduced part-time work.

“It is important to increase the chances of such people to find a new good job,” said Prime Minister .

Why the Russians decided not to help them find a job in their specialty, but to give them a chance to get a new one, explained Alexander Dzhabarov, head of the press service of HeadHunter:

– In a pandemic and remote work, the number of open vacancies for some professions has objectively decreased. It is often easier to retrain than to find a new job in those affected industries where a person has worked, such as tourism, entertainment, beauty and sports, and administrative staff. In them, retraining is fully justified.

He drew attention to the existence of a large number of digital professions today, in which one can work remotely. The Prime Minister also noted the opportunity to acquire “digital competencies” when talking about the new program. The Russian president has repeatedly spoken about the need to develop the digitalization sphere.

Professional in three weeks

The WorldSkills website does offer a ton of job change offers. For example, “Cybersecurity”, “3D-modeling for computer games”, “Web design and development”, “Development of virtual and augmented reality”, “Development of mobile applications”, “Development of solutions using blockchain technologies”. It sounds solid, but training for any of the programs will last an average of three weeks.

– Blockchain is not the same. In three weeks, you can get basic knowledge in the field of blockchain, cryptocurrencies and the application of such technologies. But basic knowledge does not imply high professionalism, which will allow you to get a job and get paid for it, ” said Alena Narinyani, CEO of the Crypto-A agency.

In her opinion, to obtain knowledge that will allow you to become a highly qualified specialist in this field, you need to have a basic education related to computer science or jurisprudence. Only in this case, in a short time, you can get additional skills for implementation in this area.

Maxim Borisov, Commercial Director of TIQUM, is sure that it is impossible to learn how to develop applications in three weeks. The essence of mastering a profession is understanding theory and honing it on a huge amount of practice.

The right course

The program proposed by the government, nevertheless, can help people interested in this area to determine the direction, and then get deeper knowledge. There are many branches in the field of mobile application programming alone. At the same time, it is important that the educational course is correctly designed.

– In three weeks, you can get a basic excursion into the profession of a mobile application developer. Understand how application development works in principle, what types of applications are, what competencies are needed by most businesses (employers), and choose an area that is in demand on the market that is interesting for yourself. Within the framework of the program, participants need to be provided with a large amount of additional material that will allow them to develop further: links, documents, the so-called roadmap of the profession, – believes Borisov.

Training

There are proposals in the field of education: “Teaching in the lower grades” and “Preschool education”. According to Natalia Polskova, President of the Association of Family Kindergarten Teachers, there are two types of professional retraining.

– The first is without assigning a new qualification, which allows you to change the profile of professional activity within the framework of a previously acquired specialty. Training lasts at least 250 academic hours. The second option is professional retraining to obtain a new qualification. As a rule, such training lasts at least 1000 academic hours. In fact, it is an analogue of the second higher professional education.

In her opinion, the proposed three-week retraining program, which is rather a continuing education course, is suitable for a person who has already received basic education, but has not worked in his specialty:

– A person has a pedagogical education, but skills are lost, and he needs to replenish his knowledge – this is another case. For such people, it would be a very good option.

Without higher education

Speeches about the need to attract Russians to working professions, and not migrants, have recently often been heard from government members. Among the professions offered for mastering, most often there are those that do not require higher education: “Meat processing”, “Bulldozer control”, “Operation and maintenance of an apartment building”, “Brickwork”, “Concrete construction work”, “Car painting”.

The program is very well balanced according to the current labor market situation. There are many areas of workforce and production that are now in short supply on the market. Employers are experiencing a huge shortage and the need for qualified workers, whether it be the management of bulldozers, the manufacture of products from polymer metals and other similar specialties, – says Alexander Dzhabarov.

– You can be hired as an assistant car painting master, this will be the starting position. Which is analogous to vacancies without experience requirements for which young people and students are hired, said Dzhabarov.
